Job Description
„« Effectively manage Concern‘¦s programme team in Nuba providing managerial, technical and administrative support to local CSOs;
„« Ensure quality technical and other support to local CSOs in all aspects of project management including watershed development, food security, NFI/Relief and community development
„« In conjunction with partner NGOs and Concern project team, develop project proposals and budgets through participatory planning processes and based on project design best practice
„« In conjunction with ACD (South Kordofan) initiate programme development processes as per Concern Project Cycle Management (PCM) framework
„« Ensure that annual, quarterly and monthly work plans are developed, implemented as planned and effectively monitored.
„« Ensure programmes are managed in line with programme proposals and budgets, relevant Concern sectoral and cross-cutting policies, and the Sudan Strategic Plan.
„« Contribute to country strategic planning and support roll-out as appropriate
„« Provide training and capacity building support to partner NGOs in Nuba in organizational development and advocacy, and assist these partners to coordinate and network with a range of stakeholders.
„« Ensure that development-oriented approaches including participatory development, organisational development, capacity building and sustainable methodologies are adopted in implementing the programmes by partners.
„« Encourage staff and partners‘¦ staff development through provision of appropriate training. Mentoring, objective setting and performance appraisal for direct reports.
„« In conjunction with the project team and partner NGOs, prepare good quality, accurate and timely reports as required for donors and internal use.
„« In conjunction with the project team and partner NGOs prepare annual budgets, monthly cash flow projections, monitor expenditure, account for all expenditure and prepare monthly financial reports.
„« Ensure the effective mainstreaming of HIV&AIDS, equality, DRR, rights based approach and other cross cutting issues throughout the programme including analysis and design to meet mainstreaming strategic objectives.
„« Provide leadership in further development and implementation of effective monitoring and evaluation systems in Nuba, in close coordination with the National PME manager.
„« Provide leadership to the Nuba team by creating a positive and creative working environment.
„« Directly manage the programmes support services, logistics, transport, finance, HR, Admin and security in line with organizational policies and best practices, ensuring the even and consistent implementation of policies and procedures.
„« Promote security awareness amongst all staff, ensure compliance with the security management plan, and actively seek out security information for the area and communicate the same to Concern Khartoum.
„« Liaise closely with other organizations (UN and NGOs) implementing similar and related programmes/activities in the operational area to ensure harmonization of approaches, complementarity, avoid overlaps and gaps in service and ensure programmes/ activities are coordinated where appropriate.
„« Ensure close coordination and collaboration with State, Locality and Administrative Unit authorities to ensure programmes are in line with government policies and that relevant local authorities are supported to fulfill their contributions to joint programmes.
„« Encourage innovation and learning and ensure that lessons learnt are applied, documented and shared both within Concern and with wider audiences as appropriate.
„« Represent Concern in Nuba by attending various coordination and planning meetings with local authorities, partner NGOs and IOs.
„« Ensure close coordination and communication between Nuba programme and Muglad programme and Khartoum Head Office
„« Liaise closely with the Muglad Programme Coordinator and the ACD (South Kordofan) to ensure harmony and consistency in representation issues related to South Kordofan
„« Undertake any other duties as may be assigned by the ACD South Kordofan/ Country Director.
„« In close consultation with the ACD (South Kordofan), put in place the accountability mechanisms currently being developed by Concern Sudan Programme as part of its adherence to the Humanitarian Accountability Partnership

Qualifications of the Candidate
Essential:
• Third level qualification in relevant discipline such as Natural Resource Management, Agriculture, Forestry, Social science, etc.
• A minimum of 3 years overseas experience in development with experience in rural development programming.
• Significant experience in partnership management and development.
• Strong and demonstrated skills in capacity building of partners and staff
• Post holder should have significant experience of staff management, administration, logistics, proposal writing and reporting, local partner capacity building, team building, M&E and mentoring.
• Computer literate.
• Previous Concern or NGO experience.
• Strong training, facilitation and mentoring skills
• Knowledge of and familiarity with Project Cycle Management.
• Flexible
• Reliable
• Culturally sensitive
• Ability to work long hours under pressure,
• A feel for the way Concern operates and its target group
• Ability and aptitude to work as part of a team as well as with partners
• Needs to have initiative and be able to work with minimal supervision.

Desirable:
• Any qualification related to systems such as finance, logistics, HR and general administration
• Good analytical skills.
• Understanding of the links between emergency and development programmes.
• Experience in implementing sustainable food security programmes.
• Experience or knowledge of HAP or other mechanisms that incorporate concepts of accountability to communities
