Description
CARE is seeking experienced Chief of Party candidates to lead an upcoming project in Eastern and Southern Africa. This project will focus directly on the implementation of a program supporting Orphans and Vulnerable Children (OVC) in selected regions of the country. The Chief of Party provides overall leadership and direction of the project. This includes personnel and financial management, administrative oversight and program quality assurance. The COP also ensures that close coordination with USAID and other stakeholders involved in community development activities, contribute to dissemination of results and project achievements within the country and in the region.
RESPONSIBILITIES AND TASKS:
•Provide ongoing supervision, leadership, support and guidance to direct reports.
•Provide strategic, operational and management oversight and leadership to develop and implement all strategies for the program.
•Coordination, Reporting, Information Dissemination and Representation
•The ideal candidate will be familiar with USG regulations related to contracts and grants, and have a thorough understanding of USAID requirements for grant management, performance monitoring, technical presentation, and accountability
•Responsible for work with government services and community based and private sector to increase access to services and quality of services provided to OVC; ensure gender focused interventions enhancing OVC service provision

| Qualifications of the Candidate |

QUALIFICATIONS:
•A Masters degree in public health, or similar background, or equivalent experience
•Previous COP experience for a USAID/USG funded project
•A minimum of 12 years of experience managing and leading technical and administrative teams for USAID-funded governance and decentralization projects
•Experience in client relationships management, developing program work plans, developing budgets, managing implementation, managing a large staff, and fielding and managing STTA
•Proven history of managing OVC service provision and community-base mobilization projects
•Strong organizational and interpersonal skills and ability to manage a large team
•Solid monitoring and evaluation knowledge and skills, preferably in HIV&AIDS program area
•Strong oral and written communication skills in English required
•Knowledge and experience in governance and development in Eastern and Southern Africa strongly desired
